The purpose of this research is to examine the criteria for obstacles to success and opportunities, and the effectiveness and efficiency of education committees and working groups in Kohgiluyeh and Boyer-Ahmad provinces. The present study is of an applied type, considering its research objective. This research was conducted using a qualitative method. The participants in this study include 19 experts, responsible experts, and experienced heads of education departments in the General Directorate and regional departments. Purposive sampling was used in this study. The research tool is an in-depth semi-structured interview. In this study, a survey by participating members was used to verify the accuracy of the findings. To increase reliability and internal validity, the theoretical triangulation method (evaluating data from different perspectives) was used. Open coding, axial coding, and selective coding were used to analyze the data in grounded theory or data-driven theory. The results of the present study in the area of obstacles to the success of education committees and working groups in Kohgiluyeh and Boyer-Ahmad provinces point to financial constraints, lack of appropriate infrastructure, socio-cultural issues and problems, human resource issues and problems, management issues, lack of motivation and job satisfaction. In addition, in the area of examining the opportunities for the success of committees and working groups, it points to innovation, attracting and managing financial resources and investment, developing human resources, promoting and improving educational infrastructure, strengthening inter-institutional cooperation, effective planning and management, community and parent participation, increasing educational justice, continuous monitoring and evaluation, and diversifying
