This research examines effective strategies for managing change in Iran's education system, emphasizing organizational culture. Organizational culture, encompassing shared beliefs and values, plays a key role in the success or failure of change initiatives. In Iran, given the centralized and traditional structure of the education system, managing change requires strategies that align with its organizational culture. This qualitative study uses content analysis, with data collected through semi-structured interviews with 30 managers and experts, as well as analysis of relevant documents. Findings reveal that the organizational culture in Iran's education system features strong hierarchies and resistance to change. Effective strategies include stakeholder engagement, transparent communication, staff training, fostering a learning culture, and adopting successful change models from other organizations. Results indicate that managing change without considering organizational culture will likely fail. Active participation of employees and stakeholders can reduce resistance and facilitate acceptance of change. Transparent and consistent communication also builds trust and enhances collaboration. Finally, the study suggests that education policymakers and managers should implement participatory and empowering strategies to enable sustainable transformation in the education system. Strengthening organizational learning culture and leveraging successful experiences from other organizations can serve as effective approaches to achieving change goals in Iran's education system. Sustainable change is only possible when cultural and organizational contexts are taken into account.
